  2. DECLARATION OF INTEREST

    In accordance with the Council‘s Code of Conduct, members shall withdraw from any discussion or vote for which they hold a disclosable pecuniary interest.

  3. PUBLIC SPEAKING/QUESTIONS AT COUNCIL MEETINGS

    To allow   members of the public the opportunity to speak on an item listed on the Agenda for a maximum of 3 minutes.

  6. MINUTES

    To approve for accuracy and sign the minutes of the Full Council meetings held on Monday 27 January 2020 and Monday 10 February 2020;

    To authorise the incoming Chairman to sign any unsigned minutes previously approved by the Council on behalf of the previous Chairman

    To note plans and consider a proposal that a budget of up to £500 be approved for incidental expenses

     

  10. ANNUAL PARISH MEETING

    To agree a theme for the evening and potential guest speakers, based on Council priorities

  11. AWARD OF GROUNDS MAINTENANCE CONTRACTS

    - Grass Cutting

  12. GENERAL RISK ASSESSMENT

    To note the draft risk assessment and to consider a resolution that any proposed amendments be submitted to the Clerk by 2 March 2020 for consideration with a final draft at the next meeting.

  13. REVIEW OF FINANCIAL STANDING ORDERS

    To consider a recommendation that the Council adopts the Model Financial Standing Orders published in 2019, adapted for the Council as per the attached draft document.

  14. PAYMENTS FOR APPROVAL
    • To authorise all payments becoming due, as per the attached schedule, including February salary payments
    • To authorise any payments becoming due that are received after the publication of the agenda
  15. POLICIES FOR REVIEW AT ANNUAL COUNCIL MEETING

    To note the publication of the following NALC policy templates and consider their adoption at the Annual Council Meeting. 

    • NALC Model Employment Policies, published 2020
    • NALC Social Media Policy, published 2016

    Hard copies of the template policies adapted for the use of the Council will be available for collection at the February meeting, for review and comments by members by end March 20.  Final drafts will be circulated for adoption at the Annual Council Meeting in May.

  16. EXCLUSION OF THE PRESS AND PUBLIC

    To pass resolution to exclude the public under Public Bodies (Admission to Meetings) Act 1960, so as to discuss the following confidential matters;

Members of the Public and Press are welcome to attend any meetings of the Parish Council or its Committees, although there are occasions when meetings must go into private session when dealing with matters of a confidential nature.

Speaking at a Meeting - You do not have the right to speak at a meeting unless invited to do so by the Council.  If you wish to speak then you must contact the Clerk beforehand or make yourself known to the Clerk at the start of the meeting.
