  1. TO RECEIVE APOLOGIES AND REASONS FOR ABSENCE
  2. DECLARATIONS OF INTEREST

    In accordance with the Council‘s Code of Conduct, members shall withdraw from any discussion or vote for which they hold a disclosable pecuniary interest.

  3. PUBLIC SPEAKING/QUESTIONS AT COUNCIL MEETINGS

    To allow members of the public the opportunity to speak on an item listed on the Agenda for a maximum of 3 minutes.

  4. COOPTION OF CANDIDATES FOR COUNCIL MEMBERSHIP

    The Clerk to present elected members with details of any applications received.  To follow the Council’s Co-option Policy and agree on allocation.

  11. REQUEST FROM JUBILATION GROUP

    To approve a request to use Parish land for Xmas events.

  12. ARTWORK ON BT CABINETS

    To consider and comment on suggestion by a local artist to decorate BT boxes in the village (Pre-approved by BT)

  13. PLANNING POLICY

    To approve changes to BHPC Planning Policy in light of Carbon Neutral Working Groups recommendations.

    To approve recommendation from the Services Committee (S8.22/23) to switch off the street lights under our ownership from midnight until 5am.

    • To approve the request to circulate a survey to residents and a survey to businesses
    • To approve procurement of “Energy Audit and Carbon Footprint” Report.

    To approve sending Bayston Hill chain of office to Fattorini Ltd for quote and potential amendments.

  21. TO PRESENT ITEMS FOR INCLUSION ON A FUTURE MEETING AGENDA (FULL COUNCIL OR RESPECTIVE COMMITTEE)
  22. EXCLUSION OF THE PRESS AND PUBLIC

    To pass resolution to exclude the public under Public Bodies (Admission to Meetings) Act 1960, so as to discuss the following confidential matters;

  23. PHONE MAST

    To review current contract arrangements that end March 2023 and approve course of action for Clerk.

  24. REFURBISHMENT AND RELOCATION OF NOTICEBOARD

    To approve work and quote.

  25. NATIONAL LIVING WAGE

    To note the increase implemented on September 22nd September 2022

  26. MEMORIALISATION POLICY

    To approve policy as recommended by Services Committee 24th October 2022.

Members of the Public and Press are welcome to attend any meetings of the Parish Council or its Committees, although there are occasions when meetings must go into private session when dealing with matters of a confidential nature.

Speaking at a Meeting - You do not have the right to speak at a meeting unless invited to do so by the Council.  If you wish to speak then you must contact the Clerk beforehand or make yourself known to the Clerk at the start of the meeting.
