  2. DECLARATIONS OF INTEREST

    In accordance with the Council‘s Code of Conduct, members shall withdraw from any discussion or vote for which they hold a disclosable pecuniary interest.

    To allow members of the public the opportunity to speak on an item listed on the Agenda for a maximum of 3 minutes.

  6. MINUTES

    -To approve for accuracy and sign the minutes of the Full Council meeting held on Monday 15 November 2021.

  7. ADOPTION OF NEW CODE OF CONDUCT

    - To review and adopt the Local Government Association (LGA) model Code of Conduct – following Shropshire Council who adopted on 23rd September 2021.

  8. ELECTRICITY CONTRACT

     - To approve a switch away from Bulb Energy – 3 quotes for a 3 year fixed contract.

  9. LONG MEADOW PLAY AREA, PERIMETER HEDGE

    – To approve the quotation from our preferred supplier to trim the hedges.

  10. NEW HEALTH AND SAFETY STATEMENT OF INTENT & ESTABLISH A HEALTH & SAFETY WORKING GROUP

    - The Staffing & Policies Committee recommend adoption of Part One of an updated Health & Safety Policy and put forward a proposal to Full Council that a working party be established to work on Part Two and Three of the Council’s Health & Safety Policy – in accordance with section 2 (3) of the Health and Safety at Work etc. Act 1974.

  12. PAYMENTS

    – To approve all payments, including November salaries, as per the attached schedule.

  13. TO PRESENT ITEMS FOR INCLUSION ON A FUTURE MEETING AGENDA [FULL COUNCIL OR RESPECTIVE COMMITTEE].
  14. EXCLUSION OF THE PRESS AND PUBLIC

    - To pass resolution to exclude the public under Public Bodies (Admission to Meetings) Act 1960, so as to discuss the following confidential matters;

  15. CONFIDENTIAL MATTERS
    • To receive the recommendations from the Staffing & Policies Committee meeting held on Monday 29th November 2021 – includes:-
      • their recommendation to appoint Candidate 4 to the permanent position of Parish Clerk/Responsible Financial Officer.
      • Use of Locum Clerk Services for transition period – January to March 2022 after Candidate 4 joins.
      • Cost of room hire – The Burgs for January 2022, 20 daytime slots @£22/day.  To provide additional office space.
      • To retain the services of the Locum Clerk – April 2022 to March 2023 – maximum 12 days billable to support Bayston Hill Parish Council.

Members of the Public and Press are welcome to attend any meetings of the Parish Council or its Committees, although there are occasions when meetings must go into private session when dealing with matters of a confidential nature.

Speaking at a Meeting - You do not have the right to speak at a meeting unless invited to do so by the Council.  If you wish to speak then you must contact the Clerk beforehand or make yourself known to the Clerk at the start of the meeting. 

Coronavirus Meeting Arrangements - During the restrictions on public gatherings the Council has devolved most functions to the Clerk, in consultation with the Chair of the Council.  Face to face meetings are being phased back in, the expectation being by June 21st 2021 most restrictions will be lifted.
