  1. APOLOGIES & REASONS FOR ABSENCE
  2. DECLARATIONS OF INTEREST

    In accordance with the Council‘s Code of Conduct, members shall withdraw from any discussion or vote for which they hold a disclosable pecuniary interest.

  3. PUBLIC SPEAKING AT COUNCIL MEETINGS

    To allow members of the public the opportunity to speak on an item listed on the Agenda for a maximum of 3 minutes.

  4. MINUTES

    -To approve for accuracy and sign the minutes of the Full Council meeting held on Monday 1 November 2021.

  5. CARBON NEUTRAL WORKING PARTY

    - To appoint the Chairman of this Working Party who is drawn from BHPC members that have agreed to serve on this group.  It is further required that the related Terms of Reference will be updated to give clarity on eligibility to stand.

  6. BUDGET DISCUSSION
    •  To review current and forecasted expenditure against the approved budget for 2021-22 and identify any likely over or underspend
    • To review current and forecasted income for 2021-22 and any predicted surplus or shortfall
    • To identify projects likely to require new or significantly altered expenditure during 2022-23
    • To review annual grants to support the Library and Lyth Hill Country Park and confirm contributions for 2022-23
    • To review earmarked reserves and identify any sums that should be spent or reallocated
    • To review CIL Neighbourhood Fund reserves and identify projects that may be suitable for funding from this reserve
  7. PAYMENTS

    – To approve all payments, as per the attached schedule. [To Follow]

  8. PLANNING MATTERS

    To consider the following Planning Applications;

    • Reference: 21/04848/FUL: 1 Berwyn Drive Bayston Hill: Erection of single storey side/rear extension, conversion of integral garage to habitable room and elevational alterations. : To view online : Click here
  9. EXCLUSION OF THE PRESS AND PUBLIC

    – To pass resolution to exclude the public under Public Bodies (Admission to Meetings) Act 1960, so as to discuss the following confidential matters;

  10. CONFIDENTIAL MATTERS
    • To note the newly published [15/11/21] Real Living Wage Rates which will be applied automatically to those employees linked – minute 89.20/21.
    • To review staff salary budgets for 2022/23.

Members of the Public and Press are welcome to attend any meetings of the Parish Council or its Committees, although there are occasions when meetings must go into private session when dealing with matters of a confidential nature.

Speaking at a Meeting - You do not have the right to speak at a meeting unless invited to do so by the Council.  If you wish to speak then you must contact the Clerk beforehand or make yourself known to the Clerk at the start of the meeting. 

Coronavirus Meeting Arrangements - During the restrictions on public gatherings the Council has devolved most functions to the Clerk, in consultation with the Chair of the Council.  Face to face meetings are being phased back in, the expectation being by June 21st 2021 most restrictions will be lifted.
