  1. TO RECEIVE APOLOGIES AND REASONS FOR ABSENCE
  2. DECLARATION OF INTEREST

    Disclosure of any disclosable pecuniary interest in a matter to be discussed at the meeting and which is not included in the register of interests.  Members are reminded that they are required to leave the room during the discussion and voting on matters in which they have a disclosable pecuniary interest, whether or not the interest is entered in the register of members’ interests maintained by the Monitoring Officer.

  3. PUBLIC SPEAKING/QUESTIONS AT COUNCIL MEETINGS

    To allow members of the public the opportunity to speak on an item listed on the Agenda up to a maximum of 3 minutes.

  4. MINUTES

    To approve the minutes of the Amenities Committee meeting held on 20 November 2017

  5. USE OF PARISH FACILITIES

    To consider the following requests to utilise parish council facilities:

                           

    1. Charity Fundraiser – Saturday 31 March 2018 - in aid of Juvenile Diabetes Research Foundation; to include stalls, raffle, bouncy castle and Easter Egg hunt on the Glebefield
    2. Charity Fun Run – Stanley Parker Playing Fields; in aid of Lingen Davies Cancer Fund; (Date to be discussed)
    3. Use of Parrs Pool – for occasional use of radio controlled model boat
    4. Charity Cake Sale – Youth and Community Building, 15 April 18
    5. Draft Policy for Charitable Fundraising Events – To consider adopting the draft policy for charitable fundraising activities set out in Report A5.18, (attached). 
    6. Delegation of authority To delegate authority to the Clerk to permit the use of Parish amenities for charitable fundraising activities and to determine any reduction or waiver of usual hire fees in accordance with the draft policy, with any such permissions being reported to the next appropriate Committee meeting.

     

  6. JOINT FEASIBILITY STUDY – NEW SCOUT HUT

    To consider a request from Bayston Hill Scouts that the Council shares the costs of a joint feasibility study into potential sites for a replacement scout hut with shared community facilities.  The proposal is for a 50% cost contribution to a maximum of £1,000.  

  7. PARISH WALK AROUND

    To note and consider the outcomes of the visit to the parish sports facilities on 13 January 2018 (See report A7.18);

  8. OUTDOOR GYM EQUIPMENT

    To consider the siting of gym equipment and prices of suitable equipment; To select appropriate gym equipment or to consider further public consultation;  to consider the current availability of grant funding and determine whether to submit an application; If project costs exceed £5,000, to consider making a recommendation to Full Council that the equipment be purchased and installed using unspent revenue funding from the 2017/18 budget and to set aside the necessary funds in a new earmarked fund for the purpose. (See report A8.18)

  9. ADULT FITNESS CLASSES

    To consider a proposal from Cllr Lewis that the Youth and Community Building and the sports facilities at Lythwood be made available free of charge for gentle fitness sessions and walking football for a three month trial period; to consider a proposal that the Council purchases tennis racquets and balls for the use of the group and to consider the purchase of new chairs for use by the group for seated exercises in the Youth and Community Building, (see report A9.18 – to follow)

  10. BIKE RACK – THE PARADE

    To consider a request to fund an additional bike rack on the Parade, with the permission of the landowner; and to agree a suitable budget.

  11. PLAY AREA INSPECTIONS

    To consider renewing the monthly mechanical and annual playground inspection arrangement with Shropshire Council from April 2018 at the unchanged cost of £610 for the year

  12. TREE SURVEY

    To authorise the commissioning of a condition survey of the Council’s trees and if recommended, to authorise the removal of rotten or dangerous trees or branches within an agreed budget using suitably qualified contractors, as appropriate.

  13. ILLUMINATION OF PARR’S POOL

    To consider a proposal that the trees surrounding Parr’s Pool be illuminated from ground level, either year round or for village events; to commission a feasibility study into how the lighting could be powered sustainably and without creating a nuisance to residents; to consider a proposal that the boardwalk be used for land train rides during the annual Jingleation event to enjoy the illuminations.

  14. STREET LIGHTING IMPROVEMENTS

    The Council has approved a budget for the replacement of up to 20 street lights with LED lanterns.  The Committee is invited to approve the street lights identified in report A14.18 for replacement in the current financial year.

Members of the Public and Press are welcome to attend any meetings of the Parish Council or its Committees, although there are occasions when meetings must go into private session when dealing with matters of a confidential nature.

Speaking at a Meeting - You do not have the right to speak at a meeting unless invited to do so by the Council.  If you wish to speak then you must contact the Clerk beforehand or make yourself known to the Clerk at the start of the meeting.
