    In accordance with the Council‘s Code of Conduct, members shall withdraw from any discussion or vote for which they hold a disclosable pecuniary interest.

    To allow members of the public the opportunity to speak on an item listed on the Agenda for a maximum of 3 minutes.

  7. MINUTES

    To approve for accuracy and sign the minutes of the Full Council meeting held on Monday 25 January 2021.

  8. STANDING ORDERS REVISIONS

    - To review & note the current Standing Orders in force and agree on revisions to Section 18 Financial Controls and Procurement merely updating the values therein.  In addition to hold over an update to Section 14 that “The Chairman and Vice-Chairman, ex-officio, shall be voting members of every committee” as Section 28 b requires a Special Motion backed by 8 members (we have less) until the Annual Meeting in May 2021.  The latter is to formally note what is current practice.  According to Section 28 e any resolution stands adjourned until the March 2021 Full Council meeting.

  9. STREET LIGHTING UPGRADE TO LED – TO REDUCE ONGOING ENERGY USAGE

    - to agree on delegation to the Clerk with agreed terms of reference.

  10. BUDGET VIREMENTS

    - to take account of circumstance through the current financial period and agree a transfer of unspent budget to lines of overspend.  Overall, the outlook for the Financial Year is spending is within budget.

  11. FINANCIAL REGULATIONS ANNUAL REVIEW/UPDATE

    - to review the current regulations in force (an annual check) and approve incorporation of extra security checks when updating beneficiary bank account details as part of internet banking protocols.  This is to further protect the Council from the risk of invoice fraud.

  12. CLERK’S ORAL REPORT

    - Locum Clerk - Shaun Jones

  13. PAYMENTS

    - To approve all payments, as per the attached schedule, including January salary payments.

Members of the Public and Press are welcome to attend any meetings of the Parish Council or its Committees, although there are occasions when meetings must go into private session when dealing with matters of a confidential nature.

Speaking at a Meeting - You do not have the right to speak at a meeting unless invited to do so by the Council.  If you wish to speak then you must contact the Clerk beforehand or make yourself known to the Clerk at the start of the meeting. 

Coronavirus Meeting Arrangements - During the restrictions on public gatherings the Council has suspended all face to face meetings and devolved most functions to the Clerk, in consultation with the Chair of the Council.  Recent legislation has permitted the Council to hold remote meetings by video/tele-conferencing and the Council is exploring how these technologies may best be used whilst maintaining access to the public.  Details of any remote meetings will be advertised on this website and if any member of the public wishes to join a meeting they should contact the Clerk to arrange remote access.
