You are summoned to attend a meeting of the Finance Committee on Monday 18 October 2021 at 7.15 pm at Lythwood Room, Bayston Hill Memorial Hall.

Only 3 members of the committee were present at 7:15pm which is below the Committee quorum (4 members).  Discussion of some agenda items took place but no decisions were made.  Either the items will move to the Full Council on 1st November 2021 or a new date set for the Finance Committee to meet,

  1. TO RECEIVE APOLOGIES AND REASONS FOR ABSENCE
  2. DECLARATION OF INTEREST

    Disclosure of any disclosable pecuniary interest in a matter to be discussed at the meeting and which is not included in the register of interests.  Members are reminded that they are required to leave the room during the discussion and voting on matters in which they have a disclosable pecuniary interest, whether or not the interest is entered in the register of members’ interests maintained by the Monitoring Officer

  3. PUBLIC SPEAKING/QUESTIONS AT COUNCIL MEETINGS

    - To allow members of the public the opportunity to speak on an item listed on the Agenda up to a maximum of 3 minutes.

  4. MINUTES

    To approve and sign the minutes of the Finance Committee meeting held on Monday 9 August 2021.

  5. CLERK’S REPORT & MATTERS ARISING

    To receive an update on any actions taken or outstanding from the previous Finance Committee meeting held on Monday 9 August 2021 not arising elsewhere on the agenda

  6. BULB ENERGY

    To note the recent “Notices of Price Increases” received.

  7. APPOINTMENT OF INTERNAL AUDITOR

    - To review the notice from DM Payroll Services that they are unavailable for Financial Year 2021/22 and review a proposal from JDH Business Services who are willing to act as the Internal Auditor for FY2021/22 and beyond.

  8. FUNDING AGREEMENT – LYTH HILL COUNTRY PARK

    – To approve the annual financial support (2021/22) provided to Lyth Hill Country Park, being shared with Longden Parish Council.

  9. BANK RECONCILIATION

    – To note that the Bank Reconciliation for all accounts, including Petty Cash, to 30 September 2021 has been checked and approved by Cllr. Underwood.

  10. EXCLUSION OF THE PRESS AND PUBLIC

    – To pass resolution to exclude the public under Public Bodies (Admission to Meetings) Act 1960, so as to discuss the following confidential matters.

  11. CONFIDENTIAL MATTERS

    - To note new staff memberships of the Shropshire County Pension Fund and note the impact upon the projected budget.

Members of the Public and Press are welcome to attend any meetings of the Parish Council or its Committees, although there are occasions when meetings must go into private session when dealing with matters of a confidential nature.

Speaking at a Meeting - You do not have the right to speak at a meeting unless invited to do so by the Council.  If you wish to speak then you must contact the Clerk beforehand or make yourself known to the Clerk at the start of the meeting. 

Coronavirus Meeting Arrangements - During the restrictions on public gatherings the Council has devolved most functions to the Clerk, in consultation with the Chair of the Council.  Face to face meetings are being phased back in, the expectation being by June 21st 2021 most restrictions will be lifted.
