  1. TO RECEIVE APOLOGIES AND REASONS FOR ABSENCE
  2. DECLARATION OF INTEREST

    Disclosure of any disclosable pecuniary interest in a matter to be discussed at the meeting and which is not included in the register of interests.  Members are reminded that they are required to leave the room during the discussion and voting on matters in which they have a disclosable pecuniary interest, whether or not the interest is entered in the register of members’ interests maintained by the Monitoring Officer

  3. PUBLIC SPEAKING/QUESTIONS AT COUNCIL MEETINGS

    - To allow members of the public the opportunity to speak on an item listed on the Agenda up to a maximum of 3 minutes.

  4. MINUTES

    To approve and sign the minutes of the Finance Committee meeting held on Monday 9 August 2021.

  5. CLERK’S REPORT & MATTERS ARISING

    To receive an update on any actions taken or outstanding from the previous Finance Committee meeting held on Monday 9 August 2021 not arising elsewhere on the agenda

  6. FINANCIAL POSITION BY COST CENTRE & CODE SUMMARY

    To note the position of financial cost centres compared to budgets at the end of Q3. If deemed appropriate approve any necessary adjustments or virements. To identify any projected underspent budgets.

  7. BANK RECONCILIATION

    - To note that the Bank Reconciliation for all accounts, including Petty Cash to 31 December 2021 has been checked & approved by Cllr. Underwood.

  8. REVIEW OF RESERVES AND CONTINGENCIES

    – To review tabled report.

  9. DRAFT BUDGET 2022/23

    – To review the provisional budget and make any appropriate adjustments prior to consideration by Full Council.

  10. PRECEPT RECOMMENDATION 2022/23

    – To note the Council Tax Base for 2022-23 and make a recommendation of an appropriate Precept for consideration by Full Council.

  11. BANK MANDATES

    - To receive details on the bank mandates that have been updated taking account of the member cohort changes and the recent appointment of a full-time Clerk/RFO.  Also agree on outstanding instructions still to be actioned.

  12. PRE-PAID CREDIT CARD

    - To approve for the Clerk/RFO to apply for a pre-paid credit-card issued by FairFX/Equals in the name of BHPC to allow for purchases to be made directly rather than staff members using personal cards and submitting an expense claim. 

  13. INTERNAL AUDITOR’S INTERIM AUDIT REPORT

    - To receive and take action where recommended. UPDATE - IA Interim Audit report is still to be received.  This item will be considered once it has arrived.

  14. FILCA TRAINING COURSE

    - To request for the Responsible Financial Officer to attend and also approve the course fee.

  15. EXCLUSION OF THE PRESS AND PUBLIC

    - To pass resolution to exclude the public under Public Bodies (Admission to Meetings) Act 1960, so as to discuss the following confidential matters;

  16. CONFIDENTIAL MATTERS

    1. To note new staff memberships of the Shropshire County Pension Fund and note the impact upon the projected budget.
    2.
    To review overall financial budget information related to the Staff Cost Centre.

Members of the Public and Press are welcome to attend any meetings of the Parish Council or its Committees, although there are occasions when meetings must go into private session when dealing with matters of a confidential nature.

Speaking at a Meeting - You do not have the right to speak at a meeting unless invited to do so by the Council.  If you wish to speak then you must contact the Clerk beforehand or make yourself known to the Clerk at the start of the meeting.
