  1. TO RECEIVE APOLOGIES AND REASONS FOR ABSENCE

    Disclosure of any disclosable pecuniary interest in a matter to be discussed at the meeting and which is not included in the register of interests; Members are reminded that they are required to leave the room before the discussion and voting on matters in which they have a disclosable pecuniary interest.

  3. PUBLIC SPEAKING/QUESTIONS AT COUNCIL MEETINGS

    To allow members of the public the opportunity to speak on any item listed on the Agenda up to a maximum of 3 minutes;

    Mr Mick Simpson from West Mercia Police will attend the meeting to speak about ‘We Don’t Buy Crime’

    Cllr Clarke will present a Shropshire Councillor’s report

  4. MINUTES

    To confirm the accuracy of the minutes of the Full Council meeting held on Monday 26 November 2018.

     

  5. MOTIONS IN WRITING

    To consider the following written motions tabled in accordance with Standing Orders:  Motions are numbered and listed in the order in which they are received.  Motions may be brought up the agenda at the discretion of the Chair. Full details of the written motions are attached to the agenda. 

    Motion 3/18/19         Staffing Panel – Cllr Keel will move that the Council establishes a staffing panel who will be responsible for dealing with all staff matters that may arise.

    Motion 4/18/19         Committee Chairs – Motion deferred to later meeting

    Motion 5/18/19         Longmeadow Toilets – Deferred to February Meeting

    Motion 6/18/19         ‘We Don’t Buy Crime’ – Cllr Breeze will move that consideration be given to supporting West Mercia Police ‘ We Don’t Buy Crime’ initiative and rolling it out within the Parish  of Bayston Hill.

  6. CLERK’S REPORT & MATTERS ARISING

    MATTERS ARISING

    Minute 96.18/19 – To consider the motion tabled by Cllr Parkhurst and deferred from the November meeting that the Clerk’s financial authority be increased to £1,000 and up to £2,000 in consultation with the Chair of Council

    Sensory Garden Restoration – To consider a report from the working party lead by Cllr Clode and to allocate a budget for restoration works within the budget for 2018/19 and 2019/20 to enable work to start within the appropriate planting seasons.

  7. REVIEW OF FEES AND CHARGES

    To consider a recommendation that the charges for the hire of Council facilities are unchanged in 2019/20

  8. BANK REVIEW

    Approval of NatWest Bank Mandate

  9. APPROVAL OF BUDGET

    To consider a recommendation from the Finance Committee that the draft budget, with amendments be approved by the Full Council for 2019/20

  10. PRECEPT SETTING

    To consider and approve a recommendation by the Finance Committee that the Precept remains unchanged at £152,635 in 2019/20, which will result in an annual Band D Council Tax Charge of £85.05 (a reduction of £0.70 from 2018/19)

Speaking at a Meeting - You do not have the right to speak at a meeting unless invited to do so by the Council.  If you wish to speak then you must contact the Clerk beforehand or make yourself known to the Clerk at the start of the meeting.
